and prosperity for all would be much improved.

I, therefore,respectfully urge that His Majesty's Government should approach the three other powers mentioned above with a view to joint action and to the formulation of a policy of regional recog- nition. I fully realise the difficulties of securing agreement, but it is manifestly to the interest of the powers that agreement should be secured, and at least a strenuous attempt might be made to that end. 10.

I venture to suggest that the recognition accorded to each regional government, which may from time to time be established sufficiently firmly to justify recognition, might take the form of the recog- nition accorded to the Esthonian National Council, as set out in the report of the case of The Gagara (1919) P. 95, or some similar form. The recognition would be provisional and transitory; all necessary reservations as to the future would be made, and regional rights would be conferred and regional undertakings required in res- pect of the former national rights and obligations. Recognition of the Canton Government, for instance, would inter alia be conditional:-

(a) on the cessation of all anti-British manifesta- tions throughout the region recognised as being

under its full control;

(b) on its agreeing to respect the Kowloon-Canton

Railway loan agreement, and

(c) on its assuming liability for a proportionate

part of the loans secured on the Maritime Cua-

toms.

These conditions are, of course, not exhaustive. Obligations would be assumed provisionally and for the duration of the recognition.
